[Repo Request]: migrate majority of directories into a subdir - improve readability of repo

What functionality is this repo missing?

the list of directories is super long and it takes a long time to scroll

let's think about how we can moving most directories into 1 directory, e.g. /build-files so /build-files/spades/4.0.0/*

this will break github actions workflows, but those can get updated as well

I've created a PR using the subdirectory 'recipes' here : #1119

I can change it to build-files (because I didn't read this issue until after I submitted the PR) or some other name if that would be helpful.
