How to create initial admin account

So I'm running the "production" version locally via docker compose and I cant seem to figure out how to create the initial admin account. I create a regular use account, but any time I browse to /admin it redirects back to the home page. We wont have the ability to send out email, so I've removed that part from the reference docker-compose.yml in the project.

Great question!, it seems the config value got lost along the way in the documentation so I have updated the docs to explain how to set the first Admin user.
