[Feature Request] Ability to force download chapter even if one image is missing

What feature should be added to Suwayomi?

The ability to force download a chapter instead of just erroring because of one missing image (in my case the image is a missing third party banner and not part of the comic - it is also the first image).

If it matters "Save as CBZ archive" is enabled.

Why/Project's Benefit/Existing Problem

Can't read offline because it will not download the chapter.

It is only missing an unimportant image (old banner image - not part of the comic) and it is only one chapter out of all the chapters.

I would have to use an aggregator site to get it from a different source.

If issues #732 was resolved it would also partially resolve this issue because the chapter could be downloaded manually or with another program then "migrated" to Suwayomi.

that issue has already been done
you just click download and itl mark it as downloaded provided the page counts are the same

This feature sorta already exists in Suwayomi.
If I add the broken image, 001.webp (the image that was missing), to a .zip file and then rename it to a .CBZ file, Suwayomi will bypass the broken image and download the remaining working images, completing the chapter file.
