content sync failing for new path

What version of AEM are you running?
AEM 6.3

How do you produce the issue?

If i want to sync content (eg. /content/us/en/icons) from source server and i want to sync icons it is not happening in destination server.
Note in destination server i have content path till /content/us/en. can you guide please.

right now i am doing like create package of that one node and install on destination server and later sync happens else it fails.

Does the issue occur consistently?
every time
