Popup 弹出层 弹窗滑动会穿透，导致底层也会跟着滑动。

应该是鼠标滚动会，实体机触摸应该是OK的

我知道你说的意思了。只有 overlay 才会防止滑动穿透。
popup 窗体内是不限制的，因为内部的内容需要滚动

由于小程序的限制，这个做法会导致内部无法滚动。
因此0.28.0要移除这个。对应 PR: #1125
