Configuration UI interface

Would be nice if you could configure the plugin through Piwik UI, not in php file.

the UI then could write the configuration to DB or store it as php/yml file, for all of us lazy people :)

But in the next time i wont have time to code such a GUI.
I have personally also no need for it, since the IP range in a company is pretty "static" and you write it only once.
