Add documentation routes

One of the most important new additions to Macrostrat will be a website to hold documentation.

We need to do several things:

• Integrate the UW-Macrostrat/docs repository content into this system somehow (maybe as a submodule?)
• Create a /docs structure as a set of routes within this repository
• Create integrations for serving static websites from sub-routes (probably through Nginx)
  • MKDocs documention of Python modules (Create a documentation static site python-libraries#18)
  • Storybook documentation being compiled for web components (Put the Storybook on the web web-components#30)
• Make sure that media and large files can easily be added and referenced
• Create CI infrastructure so we can add new pages and content relatively easily, and have them appear (ideally this would work even from the GitHub web editor)
