It looks like the gain command is overflowing at high gain and causing the gain to occulate between high and low values.

sorry for the late reply.

May I ask you for your setup?

Nano/Xavier (Orin/Non-Orin) L4T version?
2 or 4 lanes?
Are you streaming via v4l or nvargus?
When streaming via ISP, is the auto-exposure set? Do you have a camera_overrides.isp file applied?
If ae-lock is set with ISP or streaming with v4l, which exposure values are set?
What is the resolution you are running on? Any roi-cropping values set?
When setting the gain value, which value do you set and what is

dmesg -w

reporting according to your applied value?

What is your sensor revision?

Maybe you can provide one or two images to demonstrate this effect.
