I know this is kind of a base-game issue, but making covert actions more balanced fits within the spirit of the mod I think. Improve Combat Intelligence has got to be one of the biggest traps in the game. Send a soldier and a Scientist out for a week or two and get... +6 ability points. If there was some other benefit to having higher combat intelligence, it could be a different story, but as it stands...

  • Drop the scientist staff slot
  • Upgrade both soldiers' ComInt instead of only one
  • Reduce base duration below that of the Gather XCOM AP covert action

I don't know if I agree with changes as proposed or not; regardless I'm pretty sure they will breaking save compatibility for those who have the CA spawned at the time of the update
