When I have the laser power tuned down, say, from 450 to 100 mW (assuming there is a laser power calibration on the unit) and I switch the unit from mW to %, it shows me the corresponding percentage, which is neat. When I switch back to mW, it resets the power to full scale. This could be a problem if the power should not exceed a certain value, say the sample is sensitive, or it could be just surprising to the user. At any rate, it might be more consistent and useful if the switch of the unit did not change the power, and only the actual change of the power using the numerical or arrow input would.
