Cluster autoscaler can be a pain and hard to understand why nodes don't scale.
For AKS there is a configmap that can give insight in to this: kubectl get configmap -n kube-system cluster-autoscaler-status -o yaml
kubectl get configmap -n kube-system cluster-autoscaler-status -o yaml
We can also find logs from the autoscaler here:
