Error while running commands

Hi, i'm triying this tool but i get this error:

"." it is not recognized as an internal or external command,
an executable program or batch file.

when i run the snapshot command

Any thoughts ?

try cding into the bin directory and doing node snapshot

where does one put the input file of mints.json? the instructions arent clear and ive put it in every folder in the set with no results. is there a special file or what ???
