Why can't public commitments and secret shares be sent together?

The DKG protocol is split into two rounds (in reality a third round is required to ensure consistency of public commitments). However I do not understand why the secret shares between each participant cannot be sent alongside their public commitments? Why does the protocol wait for public commitments to be sent and verified before sending the secrets?

I must be missing something.
