Add options on hiding when solo or just in party #9

A new section of the options pane should be made for conditions to show/hide. I propose:

(Dropdown) Show:

Always
Only in party or raid
Only in raid

(Checkbox) Hide when no target
(Checkbox) Hide in Battlegrounds

Zebouski added the enhancement label
