Create a Docker (or other?) container that creates a ready-to-use development environment for the scripts in the repo.

Installs an stable version of Ubuntu
Installs required dependencies for DST and ROI comparison tools
Installs and activates ROS Noetic environment for RealSense ROSBag manipulation and merging (bagmerge scripts)
Opens ports for VSCode remote container development
Takes arguments for mounting data drive on local machines
Add documentation on how to start/run/use the container environment
