Do we need a contributing.md file for this project?

Hello hugo-PaperMod community,

I am wondering if we need a contributing.md since this is an amazing project with a growing community. I was working on a couple issues and I noticed we are missing a section for making contributions the project. It was unclear on how to proceed and set up a local environment for making changes that could be merged back into the main branch.

Potential benefits:

• Consistent instructions for developing a new feature since everyone would follow the same rules
• Easing the hurdle for new contributors that want to help out
• Reduce the occurrence of merge conflicts, because we all love spending time dealing with this
• Central source of truth for making contributions

Currently, these Hugo theme communities have a contributing.md or explicit mention for how to make a contribution:

1. hugo-coder - 3k stars - WIP
2. hugo-book - 2.5k stars
3. docsy - 2.2k stars
4. hugo-terminal - 1.7k stars
5. hello-friend - 1k stars
6. tranquilpeak - 800 stars
