Add an "Evaluation pipelines" daily build success rating

We recently updated the daily Temurin success rating Slack message to exclude evaluation pipelines #745, so we can correctly focus on our release platforms.
However, so as not to forget about evaluation, we need to add a daily success rating message for Evaluation only.

Adding that we can revisit what is in the evaluation pipelines, as if there is currently nothing under evaluation (that the platform has graduated to being one that we release, we should proactively update the config).
