Report won't open

version: 3.0.7
user: logged in as public user on state device, and logged in as state agency user on personal device
issue: Open app and tap Report button. App zooms to current location with crosshatches at location. While logged in as a public user on my state device, nothing happens when Report is tapped. While logged in as a state agency employee on my personal device, when I tap Report I get the option to choose which which type of report to submit (report a carcass or report and pick up a carcass), but the report pane does not open when I select either.

Tested again today.

• logged in as public user, using utahId, on personal device
• tapped Report
• app zooms to current location but the report window does not open

Tested again last week on the dev app, and today on the latest production version, and did not experience any issues.
