User list should be displayable as a sidebar

I think sometimes it's handy to be able to view the user list at all times, so the user list should be displayable as a sidebar to the right of the current chat (maybe as an alternative to the current popover).

That was a choice in the design. If someone else wants to code it thats fine. I didn't want to copy ever other IRC client and I wanted it so you could just see the chat without distractions. Relay doesn't have a settings screen right now. It may get one in the future. It is the Elementary OS style to have a minimal amount of settings.

I'm not saying it will never happen. I'm just saying there are more important things and I don't know a compelling reasonto see every user at all times.

What I think might be even better would be to put a filter box on the user popup so you can filter a channel with thousands of users. I also definitely need to add highlighting on the administrator's names.
