UX improvement: optimized search data scanner

PROGRESS: 10% | Requires ~8 hours of work
DESCRIPTION: instead of rescanning drives periodically, it will now scan them ones and then watch for changes, which will reduce resource usage and ensure the scan data is always up to date.
