I have no answer unfortunately.

Look here:
https://developer.nvidia.com/cuda-downloads.
Looks like CUDA does not support 32bits Windows.
I can assume it is not possible to build Tensorflow with CUDA support for Windows 32bits.

If building Tensorflow with CUDA support for Windows 32bits is impossible, is it possible to build Tensorflow CPU only version for Windows 32 bits using bazel?
I found it possible to build tensorflow cpu version using cmake, however, cmake is dropped from support by Google Team.
