IBC: Decide which fee token to use for chains that have more than one fee token

Some chains allow using more than one fee token. Right now we are just using the first fee token from the array in the registry configs.

Check which chains support more than one token and decide how we want to handle this. (From memory it is only a handful of chains that support more than one though).
