Description of the feature

Add an option to import Dummy Net when importing brd using Edb(brdfile)

When importing brd file, there is an option to import dummy net in the AEDT GUI. But it seems that the Edb has no such function.

Steps for implementing the feature

Add a configure option that allows to import the dummy net.
