Should LOCAL transactions explicitly reject requests from different data sources?

Should LOCAL type transactions directly reject requests across different data sources (IP+PORT)? Otherwise, users think they are within a transaction, but LOCAL transactions cannot guarantee eventual consistency. I think Proxy needs to ensure the basis of the database, and then to extend other features.
