I had the same issue. Looks like a docker thing. Following these steps worked for me: docker/docker-credential-helpers#60 (comment)

That solution didnt seem to work for me. It started happening for me after I tried to update docker. So it does seem like an issue with that but idk that solution just didnt seem to work.
