Add an option to only collect invoked definitions

Maki's new flag for collecting macro definitions collects the definitions of all the macros it encounters, however, it would be useful to add a flag to only collect the definitions of macros that are invoked at least once, since these are the only macros that semantic macro analysis tools will likely be able to hook into.
