[FR]: Support windows in multitool #429

What is the current behavior?

https://github.com/aspect-build/rules_lint/blob/main/format/multitool.lock.json doesn't define windows tools and therefore it's impossible to run formatting on Windows

Describe the feature

Add windows versions for tools used by rules_lint, it's just a matter of adding them to that json
