Extraction of the MicroProfile Config implementation from the Atbash Runtime MP Config module that can be used in a Java SE environment (without CDI)

It supports only the MicroProfile Config spec features that aren't linked to CDI.

This library will be part of future version of Atbash that pass the MP Config TCK.
