[x/programs] add support for metering opscode whitelist.

As we try to improve on security and performance of programs we will need the ability to gate the opscodes available. Currently the meter can check the cost of an opscode if defined but does not enforce a permissible list.. This issue covers that exploration and implementation.

• move wazero opscodes out of internal/ so they can be used by the program runtime.
• add default whitelist

This issue has become stale because it has been open 60 days with no activity. Adding the lifecycle/frozen label will exempt this issue from future lifecycle events.
