Add transparency to data layers on map component

We want to make the data layers on the map component transparent to allow the details of the underlying basemap to be visible, to provide helpful context clues for which geographic locations correspond to which values on the data layer.

This is a lower priority, we'll tackle #1326 first and see if that is sufficient.
