Add ability to reorder hazards on dashboard overview

In general, people want to be able to reorder them, but specifically I've heard the desire to reorder them according to adaptive need (meaning, red ones are on top, yellow on the bottom). Presumably that would also affect the ordering on the Vulnearbility Assessment and Action steps tabs.
