How does API Management API Operation Policy linking to Backend work

The recommended way to connect an API to A backend API seems to be using a policy:

 resource_group_name = var.resource_group_name

Transforming this to what this module requires looks a bit like this:

How is this part achieved:

<set-backend-service` backend-id="${api_management_backend.sample-api.name}" />

The only solution i have is to hard code it to the id of the backend that has been retrieved from the state file after the backend has been created?.
