[v40 RC] RK3326 devices WiFi broken, shows "Not Connected" #12281

If you wait a while does it finally connect? I have seen wifi issues on x64 architecture. Wifi is enabled, but not connected...checked 10 minutes later and it had connected. |
No it never connects. It doesn’t even show any WiFi networks on the SSID selection page, even though v39 shows many (my own, my neighbor etc). |

Issue description
WiFi doesn't work in v40, worked fine in v39. Batocera Network submenu shows "IP Address: Not Connected" even though Wifi is enabled.
Detailed reproduction steps
Use Batocera v39 stable, observe Wifi is working.
Upgrade to Batocera v40 RC by changing branch to Butterfly and selecting Update.
Note Wifi is not working anymore. It can be enabled in the menu, but always shows IP Address: Not Connected.
