Issue description

Controller THT Arcade Console 2P USB dont work with libretro cores on batocera > V37
Controls works well in ES and other cores like duckstation, flycast, ... but in libretro core , it doesn't react. Hotkey + Start works to qui the core and Hotkey + B shows the retroarch settings panel but no way to add credits or to push start in a game.
I tryed with fresh install of V38, V39 and V40. With V37 my setup is ok but when i update to V40, the problem occurs again.

Detailed reproduction steps

Install Batocera V37+ (38..40)
Setup controls in ES
Launch a game handled by libretro

Downgrade back to V37

Nope , problem with fresh install
