No wifi or bluetooth in V.40 on Orange Pi 3 LTS

Issue description

In V38 everything works fine. But in V39 and V40 I have no bluetooth or wifi. I can turn the wifi on in the settings and it gives me the message that it has been enabled. When I go to select an ssid, it says there are no networks found. I can manually enter the wifi information but that still does not connect. I have tried this with a fresh image, I have also attempted rebooting, but there is still no connectivity.

Detailed reproduction steps

I installed batocera onto an sd card using win32 imager.
I boot batocera and everything is functional besides connectivity.

I attempted to update, which completely crashed and would not boot.
I installed a fresh image for my device onto the sd card.
