Describe the Bug
NCRED CSV export showing ACT codes instead of act names.

Implications
End user sees a incomprehensible internal code instead of the friendly act name

** Steps To Reproduce**

Go to NCRED
Filter records to manually added entries
Export CSV
The legislation act column shows the mapping table code (e.g ACT_0) instead of the full act name
