[S] DUP - Issue with the Phone number mandatory check

Scenario:

• Navigate to the DUP on TEST environment.
• https://d2yc82svj0l8d5.cloudfront.net/dayuse/
• Select a park and try to book a day-use pass without giving the phone number.

Expected:

• If the checkbox to enable a phone number is not selected, then the phone number should not be mandatory.

Issue:

• The "Submit" button is disabled forcing the users to enter a phone number even when they don't select the option add one.
