Add gene annotation querying based on refseq

For our known builds (GRCh37/38, NCBI36) we can download refseq builds for searching by gene annotation

This can autocomplete (not for existing values in dataset but for all values) which means we should add an "autocomplete URL" type thing for the search schemas

Idea for internal web interface:

• Results can be linked to genes
• Gene results can link to RefSeq

Will need data downloaded about reference sequences (RefSeq):

• NC_000001.11 = Chromosome 1
• etc.
  Need to look at licenses for this
