Conference participants should be able to create a workshop that they do not intend to facilitate themselves. These workshops should be called "Proposals" or "Workshop Ideas".

These workshops should be listed in a separate section directly below "Your Workshops". Other users should be able to request to own (instead of facilitate) and if granted by the owner, ownership would be transferred to the requester. The original owner will also be removed as a facilitator to ensure that conflicts don't occur when scheduling workshops.

Workshop ideas should not be displayed as options when scheduling workshops but once ownership is transferred, the type will be changed to a normal workshop.
