Let guests accept or decline their housing provider once they are assigned a location

Guests should be able to accept or decline their house once they are assigned. If declined, hosts will be asked to provide a reason, hosts will be notified and they will be displayed as an error in the housing page. Hosts will be able to re-assign the guest and send them an update where they can again accept or decline the option.
