Getting 5.4 to work

Seems my initial check was wrong about the /I space and quotes. It's just a 5.4 bug. 5.4 is putting double quotes around paths in gcd files (and rsp files). I just need to check for that with my quote fix and fix them.

Few bugs that I need to work on:

1. Windows: 5.4 has a bug where the /I flag has a space after it. For now, you can do a find/replace in your project's *shared*.gcd file.
2. My Quotes fix seems broken and will quote when not needed and still does it when turned off in settings. For now you will need to replace "" with " in your project's *.gcd files.
3. In your project's .clangd file you'll need to remove the - -D__INTELLISENSE__ line. If it was the only line under the Add: section then you can remove Add: as well.
