Add finisher to the Forms module

Backend editors that are able to create forms with the form module cannot use the rate limit finisher.

Describe the solution you'd like

It would be nice to be able to add the rate limit finisher inside the form module, while creating a form.

Describe alternatives you've considered

There is none except writing it directly into the yaml file.

Teachability, Documentation, Adoption, Migration Strategy

All options could be added by a select or input field inside the finisher configuration, similar to other finishers (e.g. send email).

@darthnorman Thanks for your feature request.
It is intended not to provide the rate limit finisher in the GUI: I am not sure, if the average editor knows the difference between the various policies and what that implicates. Also, I am not sure if the template option should be provided in the GUI as this needs knowledge of the available templates (which only an integrator has).
What do you think?
