Discuss referencing model components without a viewpoint reference

It just came up in the call. It would be a good idea to have a way for topics themselves to reference model components without requiring a viewpoint.

For example, if you want to say that a topic is about an component or a list of components.

We just discussed it in the call. We don't have a clear use case yet, so we need more information / requirements for this. Right now, we'll just leave it open.
