Generalize configuration of "globally" accessible helper packages

Wtih #173 we have introduced the CapePy library which is globally accessible by Lambda/Glue/etc. It would be nice to have this in the configuration file in a way where the user can just specify wheel files in their repo and get all of them deployed and made globally available.

While we are doing this with the CAPE infrastructure helper, this could be useful in other situations.
