have training for Carbon Web Components

so that I can:
understand how to utilize Carbon Web Components in my project

Additional information

• It should follow a similar format to the Carbon React training: https://carbondesignsystem.com/developing/react-tutorial/overview
• Should open a PR to the carbon website once the training and the digital badge in place
• Should think of any linking strategy from the Carbon for IBM.com website to the training

Acceptance criteria

• Tutorial for Web Components merged into the Carbon website

@kennylam I want to take another look at this one before you dive more into this. Perhaps instead of carbon web components, we do this for Carbon for IBM.com web components instead and tailor the training as such?
