CARLA 0.9.13: Signal 11 caught extension "GLX" missing on display - crash

CARLA version: 0.9.13
Platform/OS: Ubuntu 18.04, 20.04, 22.04
Problem you have experienced: Carla does not start and crashes with message in topic printed to console
What you expected to happen: expect to run normally.
Steps to reproduce: use same configuration and it will likely happen.
Other information (documentation you consulted, workarounds you tried):
Hardware:
NVIDIA GeForce RTX 4090
Tried all drivers from 530 to 560.
turbovnc_2.1.1_amd64 virtualgl_3.1_amd64
Problem is not in turbovnc/virtualGL because other X apps run normally by it
Also same crash happens on local launch with display.

Crashes can be observed only after installing vulkan-utils
Without them, CARLA gives error about missing shaders.
