Update lw_customer_id to an array of strings instead of single value

During the transition to the new Azure Enterprise Scale configuration, two log analytics workspaces are run in parallel. For the Sentinel forwarder role to work we need to set the trust relationship to both of those workspaces.

However, the current TF configuration is only receiving a single LAW ID from the GH Secrets:

We need to modify the secret to include both IDs, at least during the transition.
