Create a new `develop` branch, and set it as default #298

Replaces cellml2-drafting (which gets deleted, yay!)
Becomes the new "default" branch
Master stays at whatever is the latest released version

There is no rush, we can create develop sometime next week and keep cellml2-drafting until @kerimoyle is done with the information spec.
