Informative spec: 2.1.3: change suggestion to the text

The text currently reads "... This in turn affects which variables have access to which other variables...", which I find confusing. If anything, I would say that encapsulation affects which components (not variables) have access to which variables, that encapsulation specificies the mapping between two variables from two connected components (or something like that).
