Screen brightness button only restores brightness to 25% maximum

The screen brightness button/slider can dim the screen but when trying to crank it up to 100% again it is limited to about 25% of the screen brightness. Same behavior is seem with the screensaver function. As if the 255 max brightness should be 1000 max.
